交九用地開發案榮獲金擘獎

本局代辦之臺北車站特定專用區交九用地開發案（以下簡稱「交九」）榮獲行政院公共工程委員會舉辦之「第九屆民間參與公共建設金擘獎-政府機關團隊優等獎」，頒獎典禮100年11月23日在臺北國際會議中心舉行，由本局鄭代副局長國雄代表受獎，獲頒獎座、獎狀及60萬元獎勵金。
「交九」是為健全臺北都會區公路長途客運、捷運系統與鐵路轉運功能，鼓勵民間參與公共建設，並加速臺北車站特定專用區都市更新計畫，由中央與本府合作提供交九用地，邀請民間機構參加甄選後進行開發營運。
本案由行政院經建會授權本府擔任主辦機關，主辦招商、訂約暨後續興建開發及營運有關事宜，本府並指派本局（興建階段）與公共運輸處（經營管理階段）為承辦機關辦理各階段業務。時值經濟環境衰退，投資廠商裹足不前，本局採降低民間機構應付政府價金、增加附屬事業使用項目、參照捷運聯合開發興建期三方融資協助機制等手段，調整招商條件、增加投資誘因，在中央與本府各機關之協助下，克服各種困難與挑戰，順利於93年12月27日簽約， 94年6月1日開工興建，並於98年8月19日啟用營運。
「交九」營運啟用後，除已達成東西軸線翻轉、西區再造目的，且匯集鐵路、長途客運、捷運、公車、停車等交通設施，提供國人及觀光客最大之交通便利性外，轉運站並提供優質長途客運候車及上下車空間，有效改善臺北車站周邊及承德路等大客車路邊停靠及行車交通安全。本案並帶動周遭房地產之增值效應，提早啟動臺北車站周邊區域之都市更新，創造就業機會及增加政府財政收入等效益。
Taipei Main Station District JD Project Parcel T9 Wins at the 9th Golden Thumb Awards
The joint development (JD) project Parcel T9 on Taipei Main Station District received the 9th Golden Thumb Award for Private Participation in Infrastructure Projects organized by the Public Construction Commission under the Executive Yuan. In the awards ceremony held on November 23, 2011 at Taipei International Convention Center, Acting Deputy Commissioner Cheng Kuo-Hsiung received a trophy, a certificate of merit, and a prize of NT$600,000 on behalf of DORTS.
In addition to an aim to enhance transfers for long-distance buses, MRT, and traditional railways, the JD project was implemented based on the BOT mode to help accelerate urban renewal in the Taipei Main Station District. Through the BOT mode, the central and Taipei City governments provided the land and solicited private sector participation in the investment and operation of the development project.
